Yes.
But nobody forces you to release GPL or *same terms as Perl itself*. You may continue with your license shared with one other person, say Tarty.

BTW: Even with GPL you keep your copyright, you're just giving a license generally under certain circumstances.
You're personally still free with your code. But others deriving work from your code will need to stick to GPL if they redistribute your code with their mods. But they are not forced to publish their mods if they keep it for their personal use!
