Is there a way for me to set ALL pages and form backgrounds to use the above background image?

Yes, of course

The key is to set background color to "transparent" for all those elements you want to use the same background

Copy ALL items you want to use the transparent background from webbbs.css to site.css just like you did with the background for "body". Then assign the background color to "transparent".

You can override everything in site.css, no matter what CSS it is.
