I take it this will allow admins to add Bots IP Addresses to their banned IP lists to filter them out from visiting forums

IP list is self-maintaining via the TBB network service (aka the central server here). Admins will be able to edit the entries, but adding new entries .... likely not, because humans will be too slow to add anything. The idea is to filter things out before admins even get aware of it.

What about those people who use anonymous proxy servers, will these servers be caught up in these filters as well?

If they are used by bots, then yes.
If a persons PC is infected and sending tons of spam all over the net, then yes.
Solution isn't to allow such folks in but let 'em clean up their infected systems.

Bots/Spider Stats, SE Stats, IP Stats, IP Filter, Email Filter, Logs. Are all these part of this new feature or a combination of a few new features still being worked on??

Yes, all part of the new Network Filter utility. .... and being worked on
