Yes, as long as the built-in login feature is used.
If login is controlled by .htaccess then one can install a hierarchy. On the forum you're talking about this is not the case though, as far as I remember
If you see the built-in login screen, then no hierarchy is available.

Check it out and see yourself. You can unlock the same way. Shouldn't do harm except locking for the time until you unlock again.
