1. you're running a business site forum. How many items did you ever sell to .cn? Sorry, but I doubt the products you're selling are bought by anybody from .cn. They probably get them cheaper in their own country

2. even if someone submits a legal post from .cn, why does s/he need to add for instance a link to their post leading to a .cn site ..... or can't at least register to bypass the filter

I doubt very much a second level filter would be capable of doing what other means of forum configuration can do. E.g. allowing registration and granting more rights to registered people. Bypassing filters being one of those rights.
