To guarantee the "new" email is a "valid" email the scripts allow changes of emails in profiles only if the "new" email is verified. This verification process is handled through a plugin.
Install the Profilehelp plugin and you should be fine.

The new software prevents admins from situations where bad boys register a profile with a valid email, then post crap using the profile and in the end either delete the profile or change the email so something not actually "valid" in the sense of verified / trustworthy
