You're right, cookie encoding can be improved. However, currently it's not worth the effort because:
(a) relevant non-ASCII characters work OK with current cookie code as long as the browser actually uses the characterset advised in the documents when submitting forms.
(b) as the current code works for almost all endusers it's not such a good idea to change the cookie encoding now to serve only a few users but force all the others to get their (working) cookies overwritten. A lot of endusers have cookie problems anyway since browser vendors changed default handling of cookies. - So better let the majority stick with their existing cookies.
(c) the entire cookie thing will change anyway as soon as the profile code will be rewritten. Currently that's the next big topic on the ToDo list.
But you're right, there is some need or optimisation. Only it's much more than just the encoding thing for special characters. The entire profile/cookie stuff must be modernised.
