Yep, that's possible.
On public side the URLs are all controlled by the SearchFriendlyURL setting (at least they should obey to the setting).
Admin side however assumes one is on a working server (which isn't crippled) and search engines are not supposed to crawl admin anyway

However, I'm not sure what you mean by "can't get back to WebBBS". "back" to what exactly from where?

The hint about SearchFriendlyURLs is just a workaround, which should work on public side. On admin it will not resolve the server-side issue. The solution is to remove the filter for "id" attributes in URLs .... at least for the folder in which the entry scripts are sitting.
