Some longer time ago the same thing came up as an idea. Maybe a bit different but basically the same.

The idea in detail:
Only admin can post new topics - aka the first, thread starting message. This is the page to be commented on later.

The index showing only these messages, with teasers on for a couple of topics.
Example:
http://www.reitsportonline.de/information/reiter_news.pl
(However, comments is OFF in that section of the site)

Each page showing the threadstarting message and all its "comments" - on one page.
Example:
http://www.reitsportonline.de/community/pferde_blog.pl/page/1/md/read/id/1/
(low volume section of the site, but you'll get the idea)

Those days I called it a "blogview" plugin for the forum software.

Of course you're right, it's possible to use the software for more than just a forum. In fact I'm using it for almost everything on my sites which is supposed to collect user generated content (classified, news, reports, forum), regardless if it's only content as a single message (classified) or responses only (comments) or both.
