The other thread got confusing, so I'll start this one on the topic of issues related to translation.

You've reported two major issues:

(1) usernames written in Cyrillic language and the problem of creating profile files.
-> inherited problem from older versions

(2) preferences not working as expected if the texts used for specifying the time of index pagination is translated.

(3) not mentioned but likely a problem as well is the preferences setting for style of index/message display.

Thanks to your private email I understood the story behind and have seen the forum you've set up. So far so good.
Because there are no posts yet on the forum it's unclear if the forum will be used or not. If it's supposed to be used then of course it would make sense to try solve the three issues listed above.

Obviously I can't do it on my own because I'm not capable of the Russian language.
However, we could try to work it out for a win-win situation:
(a) the forum I've seen could possibly become fully functional
(b) the result could possibly be released as a plugin for the forum suite, similar to the other language packs.

If this sounds like a plan to you, then we could work on the thingy using direct email communication rather than this forum.
The main question however is: Will the work be used on the forum I've seen or not. Don't have a problem to work with someone on a concrete usable project, only don't want to work on something which isn't used for such a concrete thing.
