Debug was created for support issues, so there is no reason not to use it in this case.

For historic reasons and backwards compatibility the name is used as the id and is sanitized using "+" as a replacement character.
This may or may not change in future versions when I start rewriting the profile code.

Not really a blocking options built-in. But one could easily create a pluging to
(1) either add such blocking code, asking users to utilize latin characters or numbers
(2) or create some sort of mapping tool to automatically "translate" non-latin input characters to latin characters.
However, I don't know at all how cyrilic language handles its "characters".
If you point me to your forums and help me to understand how cyrillic characters are working, then we could try to add a bit of a plugin to let the scripts "autoedit" usernames.
