The official option was (and is) to display the form on the same page as the message itself. Details to be found here:

Any other solution in 5.12 must have been a modification.
There was an intermediate other solution in one of the 5.x series, but that never was official.

Yep.
Read comment on the page linked above to see why it's better to use separate pages.

Your options are to set the script to always show the previous posters text inside the textbox (as is here on this board). That's pretty easy and it's easy to delete if one doesn't want it as a poster

However, users have the simple chance to just open the reply form in a new window and they can then copy'n' paste stuff into the form. Not really a biggy for those few actually using such form of citation. Majority doesn't anyway as far as I've seen.

On the other hand I may work on the message form one day. But I must admit it's low priority.
