I've used debugger to copy your settings file to my local machine and used that exact settings file which debugger uses and it does display the viewcounts.

So there must be "something" either overwriting what is defined in settings.pl (maybe you have copied the variable into one of the plugins by accident?) or there must be a second webbbs_settings.pl file alongside somewhere which is pulled instead of the one used by debugger.

Hope you'll get the idea of where to look.
