It's only IE. It does accept cookies, but only as a session cookie. That's definitely related to IE configuration.

Unfortunately cookies are considered bad by default and only accept for a session. Users must explitely set the browser to accept permanent cookies from your site.

Coincidence of you removing profiles and failure of permanent cookies lets me wonder if IE might have received one of these great monthly M$ updates and the update resetting or otherwise "improving" security/cookies.
