It seems you have not understood how the navbar works.
It's a tool to "navigate", which of course is not a linear procedure.

Anyway. If you don't like the navbars. Disable the default navbars and build your own. This of course IS possible.
Other than that I truely believe the two-line navbars we have now are pretty much the best we can have, at least using horizontal navbars with textlinks. If you don't like 'em, use custom HTML and build your own navbars.
