Keep a feature but disallow (un-)subscribing?
How much sense makes the feature if nobody can either subscribe nor unsubscribe?

Maybe I'm on the wrong track, but to me it's unclear what exactly should be achieved. Maybe you could provide a more complete description of the underlying problem?
