Release notes for Tetra-WebBBS 6.14 and 6.15

Tetra WebBBS 6.14 and 6.15 are maintenance releases.

Both versions take care of issues mentioned since their respective prior version of Tetra WebBBS.

Update from Tetra WebBBS 6.13 (or 6.14) is pretty simple:
Update everything in the /lib folder, *except* webbbs_settings.pl, webbbs_custom.pl and smtp_settings.pl.

Further reading for those who don't have Tetra WebBBS 6.13 installed yet and thus need to install from scratch or update/upgrade from older versions:
