If $ListEmptyProfiles is set to '0', only those profiles will be included in the profiles list, which hold more information than only user name and e-mail address.
If $ListEmptyProfiles is set to '1', all profiles allowed by the $ListAllProfiles setting will be included in the profile list. This will include "empty" profiles (which contain nothing but a user name and an e-mail address, if provided.)

This variable only determines whether or not profiles are listed in the "User Profiles" list. They are still accessible from individual messages.
